Capability statement · Australian Government
AI capabilityyou own.
Availe supplies the AI talent, strategy and governance expertise to work with your people and processes to build, operate and transfer sovereign AI capability, on the platform of your choice.
A letter from our CEO
Government should own its AI capability, not rent it.
Every agency we work with is under the same pressure: adopt AI quickly enough to matter, while keeping data sovereign, decisions accountable and staff confident. Too often the answer offered is a product to license, a black box that sits outside the agency’s own systems, governance and skills. We think there is a better way.
Availe supplies the AI talent, strategy and governance expertise to work with your people and processes to build, operate and transfer AI capability. We design and build natively on the platform you already own (AWS, Microsoft Azure, Google Cloud or whole-of-government services such as GovAI) inside your own tenancy and authorisation processes. We operate what we build until your team is ready, then we transfer it, with the skills, runbooks and evidence to sustain it.
AI is a transformational capability that can streamline, uplift and scale operations across the enterprise. The agencies that benefit most are those that understand and control it. That is why our work is organised around three pillars, each with a dedicated lead: Trust (strategy, governance and assurance, which I lead with former APS SES leaders in ICT, cyber security, data and AI ethics), People (capability, change and adoption) and Platforms (agentic AI architecture and engineering).
Our leads have taken a secure agentic AI platform from proof of concept through Authority to Operate to approved transition into service inside a Commonwealth agency. They have built multi-agent systems that cut software-lifecycle effort by up to 75%, production retrieval systems grounded in tens of thousands of documents, and document-intelligence pipelines with full audit trails, all inside government tenancies and all under human-in-the-loop control.
We are a Canberra-based Australian SME. Our people are security cleared, Australian-based and work onshore. We have no product to protect and no platform to push; our only interest is that you end up with capability you can call your own.
And when the transfer is done, we remain committed to the journey, on call for advisory and deep technical support whenever you need it.
Co-Founder and Chief Executive Officer, Serata Pty Limited (Availe)
In brief
What Availe brings to government.
- 100%of what we build runs in your own cloud accounts, under your identity, security and audit controls. No vendor control plane.
- 3pillarsTrust, People and Platforms, each with a dedicated lead and a team that works natively in government environments.
- 4platformsAWS, Microsoft Azure, Google Cloud and GovAI, plus Anthropic Claude through your chosen gateway.
- OnshoreCanberra-based, Australian-owned, security-cleared people from Baseline to NV2. No offshore delivery or access.
Our proposition
Five points.
Build, Operate, Transfer.
We build with your people, operate while your team is readied, then transfer, with measured readiness criteria, not hope. We stay on call afterwards.
Sovereign by construction.
Interfaces, orchestration, retrieval, workflows, guardrails, telemetry and audit all run inside your tenancy in an Australian region.
Platform-neutral.
We work natively on the platform you choose. Models and providers are substituted by configuration, not redevelopment.
Assured, not asserted.
Governance, human-in-the-loop controls and an evaluation harness you can run yourself, aligned to the ISM, the DTA AI policy and your authority-to-operate process.
People first.
Role-based AI skills, an operating model and runbooks, and a knowledge-transfer plan measured by your ability to operate without us.

Who we work with. Commonwealth, State and Territory government agencies and regulated enterprises that want AI capability they understand and control, from a first proof of value to an enterprise platform in service.
Our approach
Build, Operate, Transfer. Three pillars with dedicated leads. A business connection team that links your needs to every pathway. And a maturity model that keeps people in control.
Our approach
Build. Operate. Transfer.
Availe supplies the AI talent, strategy and governance expertise to work with your people and processes to build, operate and transfer AI capability on the platform of your choice. The result is a transformational capability to streamline, uplift and scale operations across the enterprise, and Availe remains committed to the journey and on call to help.
A typical enterprise engagement
Month1
Build
Months 1–6
A small AI-native team of engineers, strategists and governance specialists works with your people and processes, with your staff embedded from week one, to design and build the capability inside your cloud account and through your authorisation processes. A first operational release typically lands within six months.
Operate
From month 7
Availe operates what we built as a managed service from Canberra, inside your tenancy, to agreed service levels, while further releases are delivered. You retain the accounts, data, identity and security controls. Your staff rotate through every operational role.
Transfer
Months 10–12
Your team takes over against measured readiness criteria (runbooks executed unaided, evaluation suites run independently, incident and change owned) with Availe alongside, then observing. Afterwards we remain on call for architecture, assurance and surge engineering.
A typical enterprise engagement runs about twelve months. Smaller engagements compress each phase; any phase can be extended at the client’s choice.
Three pillars
Each with a dedicated lead.
- Pillar one
Trust
AI strategy, transparency, ethics and governance. With former APS SES leaders in ICT strategy, cyber security, data and AI ethics: AI operating models, assurance methodology, ISM alignment, IRAP pathway and authority-to-operate support.
- Pillar two
People
Capability building, change and adoption. An AI skills matrix grounded in the DTA AI Technical Standard and SFIA, role-based training, executive engagement, benefits evidence and a knowledge-transfer plan with measurable exit criteria.
- Pillar three
Platforms
Infrastructure you own and control. Agentic AI architecture and full-stack engineering on AWS, Azure, Google Cloud or GovAI, delivered in your accounts with portable routing, prompt, guardrail and evaluation assets.
Why this model suits government.
It builds independence.
You get the supplier-operated service you need while your own team is built alongside, then the dependency on any supplier is removed.
It is the strongest answer to portability.
You own the code, configuration, prompts, evaluation assets and audit record from day one. There is no proprietary layer to substitute.
It keeps pace with a moving field.
A capability you own and understand can adopt new models, native controls and patterns on your schedule, not a vendor’s release cycle.
It is how we already work.
Every Availe engagement is delivered natively in the client’s environment: no AI orphans, point solutions or black boxes.
How we deliver
Governed from discovery to transfer.
Take a closer look
Method
An agile service-design method with three governed phases (discovery and co-design, secure development, deploy and run) applied inside your tenancy and authorisation processes.
Work is organised in two-week increments against a prioritised backlog traced to every requirement. Human gates sit where mistakes are expensive: architecture and design acceptance, production readiness, operational acceptance and transfer.
AI-native delivery teams
Small full-stack teams in which each person owns an outcome rather than a step: delivery lead, solution architect, full-stack, AI/data and platform engineers, and quality and assurance, with an always-on agentic layer for generation, review and testing.
Your counterparts pair with each role from week one; this is the primary knowledge-transfer mechanism.
Governance
A joint project control group with your portfolio, security, architecture and business representatives, meeting fortnightly during build and monthly thereafter.
Weekly reporting covers progress, risks, decisions, dependencies and benefits evidence.
Business connection team
Led by our enterprise business analysis lead and process lead, this two-person team connects your business needs to each pathway.
Trust: process controls, decision rights and human gates modelled in BPMN; requirements traceable to ISM and ATO evidence.
People: current and future-state process maps and role-impact analysis feeding training, change and transfer readiness.
Platforms: business needs turned into prioritised use cases, user stories and integration specifications for the build team.
How capability matures
Accelerated. Automated. Autonomous.
AI-accelerated
AI generates the artefact or answer; a person reviews, adjusts and approves at every stage gate. The default for knowledge and drafting work.
AI-automated
Approved workflows carry work through several steps; people review at defined decision boundaries, with evaluation evidence and audit for each step.
AI-autonomous (bounded)
Agents complete a whole task within an allow-list and budget; a person approves the outcome. Only for tasks the agency explicitly authorises.
Human-led, human-in-the-loop principles apply at every stage: human oversight of decisions, transparency and explainability, clear accountability, continuous monitoring with the ability to intervene, and alignment with legal and ethical obligations.
Assurance built in
Assured, not asserted.
Traceability
Every requirement linked to backlog items, automated tests, AI evaluation cases and evidence.
Evaluation harness
Golden prompts for accuracy, grounding, refusal, injection resistance and safety, run in CI, on schedule and on every model change.
Guardrails at two layers
At the application and at the model-serving layer, using native platform controls where fit for purpose.
Immutable audit
Per-participant, tamper-evident records streamed to your SIEM or immutable storage.
Security pathway
ISM control mapping from design, PROTECTED-aligned controls where needed, and support through your IRAP and ATO processes.
Bounded by design. AI never makes, approves or executes operational decisions unless the agency has explicitly authorised and governed that use.
Skills, change and knowledge transfer
Transfer, designed in from week one.
Transfer is designed in from week one and measured, not assumed. Our People pillar applies an Agentic AI Skills Matrix method, first developed with a Commonwealth department adopting an agentic platform into its software lifecycle, that defines what each role needs to know to own, govern, manage, use and operate AI.
How the skills matrix is built.
- Step 1
Role and capability mapping
Identify the roles that will own, govern, manage, use and sustain AI; define competencies for working with agentic systems under human-in-the-loop principles.
- Step 2
Proficiency framework
Personas per role with SFIA skill codes and levels, APS-equivalent level, behavioural traits and job-specific AI proficiency, grounded in the DTA AI Technical Standard and the SFIA AI skills framework.
- Step 3
Assessment and gap analysis
Baseline survey and stakeholder engagement; gaps identified per role; training and development pathways recommended.
- Step 4
Digital matrix and sustainment
A living digital matrix with a named owner and update process, so it outlasts the engagement.
Personas and programs
Executive owner
Strategic oversight and alignment with agency goals; executive briefings and coaching; performance, cost and quality reporting.
Governance
Compliance, risk and assurance; approval workflows and audit fit for purpose; board and executive workshops on governing AI.
Managers
Team enablement and approvals; replicating current tasks with AI; capability building within teams.
Users
Role-specific prompt skills, workflow authoring, knowledge curation and sharing controls; a community of practice for power users.
Platform operations
Paired through build and every operate rotation; console, catalogue, guardrail, evaluation, audit and export procedures; incident runbooks.
Evidence-based benefits.
Each use case is linked to its problem, expected benefit and measurement approach: manual effort, AI-assisted effort, quality, human review, replicability and scalability. Verified task-level examples from our work:
Change-impact analysis
Standard operating procedure
Transfer readiness.
Measured, not assumed. Your team is ready when it can:
- Your staff execute all runbooks unaided
- Run the evaluation harness and interpret results
- Complete a model-catalogue change end to end
- Perform a full export and restore
- Own change and incident processes, with Availe observing only
Engagement that builds demand.
Structured executive deep-dive programs (workshops and surveys across business areas that surface priorities, pain points and candidate use cases), then play back to branch heads to inform user nominations and the roadmap. Our People lead ran a 14-session program of this kind in 2026.
AI experience and partnerships
Platform-neutral by design, native on the platform you choose, and proven inside government tenancies, from proof of concept to service.
Platforms and partnerships
Same pattern. Your platform.
Our AI practice supplies talent that works natively in the client’s preferred environment. We provide specialised support for Amazon, Microsoft and Google AI platforms and for whole-of-government services such as GovAI, with training and sandpit environments on each platform to support architectural decisions and proof-of-value work.

Named services are illustrative of the native option on each platform. Routing policy, prompts, workflows, guardrail policies and evaluation assets are client-owned code and configuration that sit above them and move between them.
What we deliver is not a standalone product but a sustainable capability embedded in your own technology landscape. The design, delivery method and assurance approach stay the same on every platform; only component selection changes.
Claude Partner Network. Availe is a registered member of Anthropic’s Claude Partner Network, with access to Anthropic Academy training and certification. Claude models are available through Amazon Bedrock, Microsoft Foundry and Google Vertex AI inside your own account, so our hands-on Claude experience applies on whichever platform you choose.

Case study · Platforms
AI agents in a Microsoft 365 tenant.
A large Commonwealth agency wanted grounded, governed AI inside the tools staff already use (Teams, Outlook and SharePoint) and agents working across its software lifecycle and document-heavy processes. Availe’s senior AI engineer (NV1) designed, built and deployed a portfolio of production agents and pipelines in the agency’s own tenant over 2025–26. Every agent is grounded in agency content, keeps people in the loop and logs its actions.
- ~100HR staff using a policy-grounded agent that serves ~10,000 employees
- 41SharePoint sites grounding one organisation-wide knowledge agent
- 400+handwritten records extracted per run, each confidence-scored
- 4stages from policy to test cases, with human review between each
How it fits together.

Test case agent
Copilot Studio · Power Automate · Azure DevOps APIReads a backlog item from Azure DevOps through Power Automate and writes structured test cases back: an agent that acts in a line-of-business system, not just reads.
Intranet and research knowledge agents
Copilot Studio · Teams · SharePoint · PnP Modern SearchA Teams knowledge agent across 41 SharePoint sites with tuned retrieval, plus a research agent over institutional publications, validated through user acceptance testing.
Handwritten-form extraction
Azure Document Intelligence · Azure OpenAI · Durable FunctionsOCR plus a large language model for structured extraction from handwritten forms, with upscaling for poor scans and a confidence score on every record.
FOI and PII redaction
Azure Document Intelligence · GPT models · PresidioFirst-pass detection of personal information, including Australian identifiers, with an operator workbench where FOI officers accept and apply redactions under full audit.
What this means for you. Proven patterns for putting AI to work inside Microsoft 365: grounded in your own content, connected to your line-of-business systems, governed by human review and audit, and the judgement to move to Azure AI Foundry when a low-code agent reaches its limits.
Security, sovereignty and responsible AI
Sovereign, secure and accountable.
Take a closer look
Sovereign by construction
Everything we build is deployed and operated inside your cloud accounts in an Australian region: interfaces, control plane, retrieval indexes, workflow definitions, traces, telemetry and audit records.
Model inference runs as a regional service within your account through your chosen gateway. There is no Availe-hosted service, no product telemetry and no vendor account.
Onshore, cleared people
All delivery, support and administrative personnel are Australian-based, principally in Canberra. Our people hold, or would obtain before engagement, clearances from Baseline to NV2.
No offshore development, support, administrative or break-glass access is offered. Support is performed through client-issued identities with just-in-time privileged access, phishing-resistant MFA and session logging.
Security pathway
Because we build in your accounts, the system assessed is your own, not a vendor product. We map ISM controls from design, implement PROTECTED-aligned controls where the classification requires it, produce SSP and control evidence continuously, and support your IRAP assessment and authority-to-operate process.
Availe’s own delivery environment is aligned to the Essential Eight and working towards Maturity Level 2.
Responsible AI in government.
Policy alignment
Designed to the whole-of-government Policy for the responsible use of AI in government, the DTA AI Technical Standard, the ISM and PSPF, and agency records obligations.
Accountability
AI registers, accountable officers, decision rights and RASCI built into the operating model.
Human oversight
Human-in-the-loop gates, explainable and cited outputs, and the ability to intervene and roll back by configuration.
Evidence
Evaluation results, control evidence and audit records written to immutable storage, so compliance history is itself auditable.
Portability
Models, providers and serving layers substituted by configuration; export of all content and configuration in open formats.
Our Trust team. Led by our CEO, with a former departmental Chief Information Security Officer and Assistant Secretary for ICT governance, and a former Commonwealth agency Chief Data Officer and AI accountable officer. They lead our assurance methodology, ISM alignment, IRAP pathway and ATO support.
